Codes & Standards Development
Few mandatory or voluntary safety standards contemplate the combination of risks presented by emerging alternative energy technologies. For example, safety standards exist for hydrogen used at a refinery, but may be irrelevant for hydrogen used with a fuel cell at an elementary school. Local code enforcement officials may be reluctant to “bend the rules” to allow even the safest technologies. Where communities protest new energy infrastructure, permitting officials have little reason to help.
On July 12, 2007, the Hydrogen Executive Leadership Panel reviewed, discussed and voted unanimously to accept the code interpretation from Robert J. Davidson on behalf of Plug Power pertaining to the use of hydrogen fuel cells for use as emergency backup energy for cell towers.
